`asset_proxy` is `DOWN`

We use DNS as a backend for asset_proxy and if an old IP no longer responds it will stay in the state file marking the backend as DOWN.

This will be fixed with https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/12421.
